Overall Job Objective
- Calumet County is hiring limited-term RN’s, to work up to full-time hours, with an anticipated end date of 12/30/20. The primary function of this position will be to work collaboratively with public health staff engaged in the local response to the COVID-19 Pandemic and to help support efforts to meet public health disease investigation, testing and follow-up. Public health experience preferred.

Summary: Under general supervision of the Public Health Nursing Supervisor, provides nursing services which are general, comprehensive and ongoing, with the dominant responsibility to the population as a whole. Nursing services are directed to individuals, families or groups. Health promotion, health maintenance, health education, management, coordination, and continuity of care are utilized in a holistic approach. Public Health Nursing is a synthesis of nursing practice and Public Health science. Performs related duties as required.

- Essential Duties and Responsibilities include the following. Other duties may be assigned.
Promotes and maintains health of individuals, families and the community through teaching, counseling and initiation of appropriate preventive and rehabilitative measures.
Provides nursing services in client homes, clinics, schools and industries.
Assesses public health needs of the community and utilizes the nursing process to promote and improve the health of individuals, families and the community.
Plans and manages caseload and provides nursing services including immunizations to individuals and groups in a defined geographic area.
Conducts and participates in epidemiological investigations to prevent the spread of communicable disease according to Wisconsin statutes and agency policy. Provides health education and communicable disease follow up to individuals/families and community groups.
Coordinates services with other professionals to achieve a holistic approach to consumer needs.
Collaborates with community partners to participate in community health improvement projects and facilitate communication to achieve common goals.
Prepares and submits records and reports according to agency policy.
Assumes administrative responsibilities as designated by the Health Division Manager or the Public Health Nursing Supervisor.
Participates in developing and implementing a community preparedness plan.
Assumes responsibility for self-development and participates in appropriate continuing education activities in order to maintain competence within the scope of own practice.
May be assigned to perform on-call duty.

Education and/or Experience
Completion of academic preparation as provided below. Two years experience as a nurse in a Public Health agency strongly preferred; or equivalent combination of education and experience. Per Wisconsin Administrative Rule 139.08 a public health nurse, in addition to being licensed as a registered nurse under ch. 441., Wis Stats., shall have one of the following:
DHS 139.08(1) (1) A bachelor's degree from a nursing program approved by the board of nursing under s. 441.01 (3), Stats., and ch. N 1, or accredited by the national professional nursing education accrediting organization. The program shall include preparation in public health nursing or community health nursing.
DHS 139.08(2) (2) A master's degree from a nursing program accredited by the national professional nursing education accrediting organization. The program shall include preparation in public health nursing or community health nursing.
DHS 139.08(3) (3) A public health nurse certificate issued by the department prior to December 1, 1984.
Ability to read, analyze, and interpret professional journals, technical procedures, governmental regulations, patient charts and records, program participant lists and schedules, and forms. Ability to write reports, records, and charts; business correspondence; and policies and procedures.
Ability to effectively present information and train others, including the ability to act in a lead capacity, respond to questions, and have regular contact with clients, medical care providers and personnel, community partners, educators, students, emergency services providers, civic groups, County municipalities and elected officials, County employees, and the general public.
Ability to calculate figures and amounts such as proportions, percentages and volume. Ability to apply concepts of basic algebra and geometry. Ability to interpret basic statistical reports.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to remain calm and work in stressful situations and ability to exercise good judgment, evaluate situations and make decisions.
To perform this job successfully, an individual should have knowledge of word processing and use of electronic records and data searches.
Certificates, Licenses, Registrations
Current Nursing License to practice in the State of Wisconsin.
Current Wisconsin Driver's License, with access to dependable automobile and carrying at least the minimum automobile insurance coverage.
Other Skills and Abilities
Comprehensive knowledge of the nursing process (assessment, planning, implementation, evaluation), and of the legal scope and skill in current nursing practice.
Thorough knowledge of the practice of Public Health nursing.
Thorough knowledge of the use of community resources.
Thorough knowledge of interprofessional relationships in the implementation of programs.
Ability to seek and utilize supervision/consultation effectively.
Ability to apply appropriate theory that is scientifically sound as basis for decisions regarding nursing practice.
