Overview

La Crosse County has an opportunity for an IT Project Analyst to apply Project Management, Business Analysis and Software Application Development to maintain, support or build business systems and solutions for the La Crosse County business departments.  This position reports to the IT Human Services Systems Manager and may also have defined business leads that will jointly set direction with the Information Technology Director to ensure technology investments are being fully utilized for the business operations.  This is a full-time, salaried position working Monday-Friday.

Starting salary range: $59,883 - $69,992

Employees in this class may be assigned duties in all areas described herein, or may be assigned duties primarily focused in a particular area.  May also be designated to a particular County Department in support of software and/or databases that the department's business function depends upon (payroll, for example).
Project Management–Plans, executes, and finalizes projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects and systems according to plan. Defines the project's objectives and oversees quality control throughout its life cycle. 
Business Analysis – Analyzes business requirements, business operations and becomes the expert for the business for key technology investments.   Works closely with project stakeholders, process owners, process doers and business leaders.
Software Architect--Plans, designs, develops, codes and launches efficient information software systems. Strategically designs and implements information systems and networked software architectures that support core organizational functions and goals. Provides software development skills for development and modifications of key software systems being supported or built. Uses development tools/methodologies including, but not limited to: VB.Net, C#, MVC, Web Servers, JavaScript and CSS.
Software Testing--Deploys effective test suites and regimes for software products and applies proven analytical and problem-solving skills to help validate, verify, communicate, and resolve systems/software issues through careful testing. 
Application Support –Delivers support to end users about how to use various types of software programs efficiently and effectively. This includes troubleshooting software applications, assisting in design, delivery, and improvement of software applications changes.   Maintains detailed knowledge of the applications and business processes. Works as a liaison between customers and vendors.
Database Support – Has knowledge of database designs, security, reporting, performance and how the database metadata relates to the software applications.  Will help maintain all the databases needs as it relates to software applications for data analysis and reporting. Where required, will help build, install, monitor, maintain, and administrate databases. Uses skill in basic database design (including Tables, Stored Procedures, Views, Triggers, Indexing), normalization and optimization. Trains and prepares training material for operators and users of programs.  Prepares and writes program and system documentation. 

Training, Experience and Other Requirements

•Minimum of Associate's degree in the Information Technology field with relevant combination of experience and training.  Bachelor's or Master's degree in the Information Technology field or Business Administration is preferred.
•Three years significant computer programming experience or related project management experience.
•Experience or training in business related fields are a plus. 
•Strong preference for programming experience in.NET, Javascript, HTML and MS SQL.
•Experience in Database Designs and Administration, Database Tools, Microsoft Office, IIS and SharePoint is a plus.
•Some positions will require additional training, experience or knowledge of department specific business practices.
•May consider other relevant combinations of training and experience.
